This document is an administrative, programmatic, or contractor-produced record related to the Advanced Aerospace Weapon System Applications Program (AAWSAP), a Defense Intelligence Agency (DIA)-administered program active from 2008 to 2012. AAWSAP’s official scope of work identified 12 technical research areas relating to potential aerospace threats over a time horizon of more than 40 years. As part of the broader program record, the file documents how AAWSAP was scoped, organized, tasked, funded, executed, or described at a particular point in time. This April 2010 Bigelow Aerospace Advanced Space Studies (BAASS) investigation report documents field deployments to a Utah property and surrounding communities during March and April 2010. The report states that BAASS personnel interviewed local residents, law enforcement officers, ranchers, business owners, and tribal community members about reported anomalous events; used handheld sensors to collect environmental measurements; planned plant-based biosensor experiments; and sought photographic, acoustic, and chemical evidence of purported anomalous phenomena. It also records extensive reported accounts involving “dog-like bipedal creatures,” orbs of light, “little people,” “prehistoric-looking” birds, among other phenomena, and states that BAASS intended to use interactive methods to attempt communication with the presumed source of reported anomalous activity.

Executive Summary On March 22-26, 2010 and April 19-23, 2010 a team of four BAASS personnel traveled AAP ~erson to Fort Duchesne, UT to continue an ongoing investigation surroundin-------g------~i:!i"nch property. This team consisted oIf two investi ators,lAAP Person land -----------.. and ~~---~erson two scientists,IMP Person and PPerson The primary focus o the trip was to locate evidence of the reported unidentified creatures and lights, gather additional detailed descriptions, locate and interview new witnessjs, along tth the establishment of a series of digital game cameras both on the ---- RaRch----pr.operty and.~~ ~erson surrounding area. While conducting a re-interview wit~1843(a)(2) !he advised just a couple of days prior to our arrival in the area, he had been witness to what he believed was a "Skinwa/ker". 3(a)(?)..,... ~tated the Skinwalker was chased by his dogs and ran through a barb-wire fence, from which a hair sample was collected and submitted for analysis. (a)(?) ..... ... .......•. family experienced a similar encounter with a "black shadowy figure" just outside their residence within two hours of th~encounter. ~P Person A series of seven (7) Moultrie digital game cameras were installed on both the I _/ - 1 Ranch property and the property o~1843(a)(2) !in an attempt to capture either a digital photograph or digital video of either anomalous creatures or lights which were reported to be frequently seen in the area. A protocol was also established to have the memory cards of the cameras secured on a weekly basis by BAASS security personnel The following is a summary of the ongoing investigation and witness interviews.

Map of Creature Sightings from Approximately Three-Mile Radius around the A Google Earth map of the ranch and surr, ounding areas was created (approx altitude of map was from 30,000 feet). The locations of each creature sighting together with last known direction of travel were obtained from each eyewitness and then plotted on the map. Then, using an assumption of straight line travel (extrapolation of known direction of movement of creatures), a series of straight lines were drawn on the map. The red circles represent intersection points of these lines. In a sense, these intersection points could be construed as arbitrary, particularly since it is recognized that the creatures may have changed their direction of travel once out of sight of the eyewitnesses. Nevertheless, with the above caveats in mind, it is noteworthy that there are three intersection points of the creatures' putative lines of travel. It can be seen from the figure that all three convergence points are very close to the ranch. One intersection point lies just west of the ranch and the other two lie in the vicinity of Bottle Hollow reservoir. If locations for sustained and continuous night watching to capture sightings/photographs of these creatures were to be nominated, the three locations delineated by the red circles could be top of the list.

Utah Ranch Report Abstract The "Utah Ranch" investigation is an ongoing project which to date has incorporated several deployments of investigators, scientists and engineers. The primary focus of the Utah ranch investigations are: • To comprehensively interview a large number of people who have lived in the area surrounding the Utah Ranch in order to delineate the scope and variety of eyewitness reports in the area. The purpose is to establish commonalities and differences with the ongoing reports of unusual activity on the ranch property • To use portable sensor equipment to measure baseline magnetic field parameters, EM spectrum data, ionizing radiation and chemical elemental analysis of soil on the Utah Ranch property and surrounding areas. It goes without saying a primary purpose is to obtain definitive photographic, digital, sound and chemical evidence of purported anomalies. • To use plants, including transgenic plants, as biosensors of multiple radiation and magnetic field deviations from the norm on the ranch property. These plant experiments have been tailored as user friendly reporting systems for electromagnetic energy detection based on extensive research of the peer reviewed literature. • To initiate a variety of games, puzzles, and other strategies in order to establish communication with the source/origin of reported anomalies on the ranch Witnesses have reported unidentified balls of light at close range, daytime sightings of "dog-like" creatures running on two legs, unnatural animalistic howling/screaming, "little people", prehistoric-like birds and a maggot which measured about 8-feet long and 2 to 3-feet in diameter. To date, May 7, 2010, over twenty-five (25) people have been contacted and interviewed in person, predominantly at their homes. This group consists of all life-long residents of the area within a mile or two of the ranch property, four (4) local police officers, eleven (11) Native Americas, including a Shaman, the director of the local Fish and Wildlife office, twelve (12) ranchers, six (6) business owners and approximately fifteen (15) members of the Mormon Church. All of the people interviewed have had

Where this file fits in the PURSUE archive

This file is one of DoD's 282 files in the Trump PURSUE disclosure. Within the DoD agency block it ranks #277 of 282 by Anomalousness Index. Across the entire 478-file archive it ranks #452 of 478.

That places it in the lower-scoring band of the archive (452 of 478 by score), typical of investigative-record style files where the report is paper-based rather than instrumented.

Anomalousness Index: 53/100

Evidentiary weight that this encounter remains unexplained after conventional analysis. Not a probability of extraterrestrial origin - that number is not honestly computable from the released files and this tracker refuses to publish it.

🤖 AI-ASSISTED SCORING · methodology

The six rubric components break down for this file as follows. Each component has a weighted contribution to the final score; the per-component explanation below describes what this file's particular value on that component means in the rubric's framework.

sensor quality (eyewitness only) 30 × 0.25 = 7.5

No sensor, camera, or instrument backs this observation - it is testimony, relayed through the Department of War, and scored on the rubric's lowest sensor-quality tier for that reason. That doesn't bear on the witness's credibility (a separate axis); it reflects only that nothing beyond human perception recorded the event.

witness credibility (military personnel) 80 × 0.2 = 16.0

Reported by trained U.S. military personnel during an operational mission (March, April 2010) - a high witness-credibility tier, ranked in the rubric below astronaut, trained-aviator, and federal-agent testimony. This profile is shared across the AARO-submitted infrared-capture cluster that anchors the archive's densest scoring band, at 66.

corroboration (single witness instrument) 60 × 0.2 = 12.0

On corroboration, this file from the Department of War - like every single-tier file in the PURSUE archive - is a single-witness or single-instrument capture per the released metadata. The rubric doesn't infer multi-witness confirmation the summaries don't actually establish; this score reflects the honest limit of what was released, not a judgment about the underlying event.

kinematic anomaly (no kinematic data) 30 × 0.15 = 4.5

The released file contains no speed, acceleration, or vector data precise enough to score on the kinematic axis - and that's true archive-wide, not specific to this file. The rubric declines to infer kinematic anomaly from a witness's narrative estimate of how fast something moved; that itself says something about what PURSUE actually released: descriptive accounts, not flight-path telemetry.

mundane explanation available (weak mundane candidate) 70 × 0.1 = 7.0

Every file in the archive, including this one, scores this tier: a conventional explanation was considered in the released record but isn't treated as dispositive. That's a pattern in how war.gov's own summaries are written - they consistently hedge against strong conclusions either way - and the rubric takes that hedging at face value rather than resolving it for them.

official disposition (unresolved no review) 60 × 0.1 = 6.0

This file from the Department of War is catalogued as unresolved, with no formal review process having concluded - logged into the system, but not yet finalized by any review. The rubric treats that differently from 'open after review,' because the absence of a completed review is itself part of the file's status, not a placeholder for one.

Bottom line on the score: the Anomalousness Index of 53/100 reflects evidentiary weight that this specific file's encounter remains structurally unexplained by the rubric's six axes - it is not a claim that the underlying event involved anything non-conventional, and it is not comparable across rubrics that use different weights.
